CDBG Grant Management
The Community Development Block Grant (CDBG) Program allows the Kansas Department of Commerce to distribute federal funds to Kansas cities and counties looking to improve their community. One of three national objectives must be met in order to receive funds: 1) benefit to low- and moderate-income individuals, 2) removal or prevention of slum or blight condition, or 3) elimination of an urgent need created by a severe natural or other disaster when local funds are not available. Since July 1, 1999, the State of Kansas has required formal certification of all persons administering CDBG projects in Kansas. Several NCRPC staff members are certified to administer CDBG grants in both the general and the housing categories. Combined, the staff has many years of experience with this program.
Fiscal Agent—Homeland Security
Kansas has seven Regional Homeland Security Councils that all have a similar mission to support local, regional and statewide all-hazard preparedness while reducing vulnerabilities to natural disasters and terrorist attacks. Each council receives grant funding to help carry out its mission. The NCRPC has been selected as fiscal agent for the following Regional Homeland Security Councils:
- North Central Region
- Northeast Region
- Southeast Region
- Southwest Region
