Funding Resources

This program provides financial assistance to local entities for construction projects that improve safety, leverage state funds to increase total transportation investment, and help both rural and urban areas of the state improve the transportation system. Projects must address an important transportation need such as: promoting safety; improving access or mobility; improving condition or relieving congestion. Local governments, often in partnership with a private business, may apply.

Grants to help Kansas not-for-profit organizations, government agencies, and for-profit businesses build and promote attractions in the state. Programs include the following:

Attraction Development Grants – designed to provide assistance in the development of new tourism attractions or the enhancement of existing attractions within the State.
Marketing Grants – designed to assist organizations in innovative, dedicated advertising and marketing.
The Barn Adaptation and Restoration Needs (BARN) Grant Program – designed to assist in the revitalization of old barns within the state to support and create new agritourism operations throughout Kansas.

Grants to communities for upgrading water and wastewater systems. Currently these funds are only available for communities that are listed on the Kansas Department of Health and Environment’s Consent Order list. Communities can receive up to $2,000 per beneficiary up to $600,000 (<5,000 population) and $800,000 (>5,000).

A portion of CDBG Funding is available for Regional Water Planning Grants to promote the collaboration and consolidation of water systems throughout the state of Kansas. This grant opportunity is in conjunction with KDHE’s Regional Water Planning Grant. CDBG will provide 50 percent to develop a preliminary engineering study up to a maximum. The 50 percent match can come from local cash or combined with the KDHE Regional PWS Planning Grant Program.

Grants that can provide for 50% of the cost (up to $5,000) for developing engineering studies for public water supply systems serving a population of 1,000 or less that are out of compliance with drinking water regulations.

Loans for publicly owned wastewater treatment works. Maximum loan repayment period is 20 years. Interest rates are approximately 60% of market rate. Priority given to ensure compliance with NPDES and KWPC permits and to resolve water quality impairments.

Grants that can provide for 50% of the cost (up to $12,500) for developing engineering studies that evaluate regional solutions to public water supply needs. In order for a municipality to be eligible for a Regional Public Water Supply Planning Grant, the engineering study must evaluate public water supply system consolidation, Public Wholesale Water Supply District formation, or other infrastructure projects that benefit a minimum of 3 public water supply systems – 2 of which are not currently connected to each other.
