The NCRPC & Project Committee reserves the right to determine equivalency.

Special Information & Instruction

The North Central Regional Planning Commission, in its capacity as fiscal agent to six (6) of seven Homeland Security regions in Kansas, will periodically post notices of potential interest to vendors on the NCRPC Public Bulletin Board concerning products or services being sought by one or more of the regions it represents. Unless otherwise instructed, the following rules will apply to all such posts.

Only hard copy, sealed bids and proposals are acceptable. These can either be hand-delivered or submitted via USPS, UPS, FedEx, or other delivery service. CAUTION: Be sure to allow time for your bid or proposal to arrive, since UPS, FedEx, and USPS delivery times can be erratic and unpredictable. "Next Day Delivery" does not guarantee delivery by the stated deadline, and all bids/proposals received after the stated deadline will be rejected.

Questions concerning the project and/or bid/proposal process will be answered and posted on the NCRPC website (http:// www.ncrpc.org) up until five (5) working days prior to bid opening. Questions submitted after that point will not be answered or processed.

All bids/proposals must be clearly labeled on the outside of the envelope with the project name provided in the bid/proposal instructions.

The bid or proposal must directly address the list of items being sought, with any exceptions clearly noted and explained. This includes submission of bids or quotes on alternative products.

Bid and/or proposal value changes/modifications will be accepted by electronic (e.g., email, FAX), but only if the change or modification is received prior to the deadline, and then only if the information submitted electronically does not reveal the base value being adjusted. Hard copy, written confirmation of the value change/modification must be received within two (2) days after the closing date; no consideration will be given to the electronic modification.

The bid or proposal must be signed and dated by an authorized representative of the vendor.

Electronic submissions (e.g., email and FAX) of complete bids/proposals are NOT acceptable and will be rejected.

Vendors are hereby informed that all bids must remain valid for a minimum of thirty (30) days from the bid opening date.
Please keep in mind that this is a government-funded program and that we are not able to prepay. Once equipment is delivered, the vendor will need to submit an invoice to the NCRPC and we will then request the funds from the Kansas Highway Patrol, which is the State Administrative Agency for the Kansas Homeland Security Grant Program.

The NCRPC reserves the right to consider any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid or quote received after the announced deadline will not be considered.
