The North Central Regional Planning Commission serves as a fiscal agent for homeland security initiatives, providing administrative, financial, and procurement services for projects that strengthen emergency preparedness and public safety capacities across Kansas.
Working in partnership with state agencies, emergency management organizations, and local responders, NCRPC helps coordinate project implementation, manage grant-funded purchases, and ensure compliance with program requirements. This role allows participating agencies to access critical equipment, technology, and resources that support preparedness, response, and recovery efforts.

The councils work to support local, regional, and statewide all-hazard preparedness. Their goals are to reduce vulnerabilities to natural disasters and terrorist attacks, build local response capabilities, and enhance overall public safety.
Each regional council receives state and federal grant funding to carry out its specific safety and preparedness missions. As the fiscal agent, the NCRPC manages the distribution of these funds, processes reimbursements, and oversees the financial life cycle of the grants.
The NCRPC routinely solicits vendors and contractors for training, equipment, and project planning needs. Current requests for proposals (RFPs) and quotes are published directly on our website under the Homeland Security Program Current Procurement section.
The respective Regional Homeland Security Councils identify their own local preparedness needs and allocate their grant funding accordingly. The NCRPC acts as the administrative partner to execute those financial decisions lawfully and efficiently.
