to Develop a Plan in Consideration of Land Use Issues from Fort Riley to Smoky Hill Weapons Range

The Fort Riley to Smoky Hill Partnership (FRSHP) is seeking proposals for professional services from professional consulting firms (hereinafter called “Consultant”) to develop plan of action to address the use of Unmanned Aircraft Systems in a flight corridor between Fort Riley and the Smoky Hill Weapons Range near Salina, Kansas. Proposals can be found on the North Central Regional Planning Commission website at under RFPs. The Flint Hills Regional Council will act as the project sponsor with North Central Regional Planning Commission as subrecipient. The FRSHP will serve as the project coordinator on the west corridor section, and as the point of contact for consulting services. Following selection, the consultant will prepare a coordinated Work Plan including a refined scope, schedule, budget, and project organization chart.

Carrying out this task includes:

a. Research into the proposed corridor of focus and the properties within it.
b. Meetings with government agencies with potential interest in the corridor.
c. Learning about the interests of private property owners in the corridor.
d. Learning about other communities in the U.S. with off-base corridor.
e. Develop the recommended plan related to the proposed project at hand.

Beloit KS, 67420, by 4:00 pm CT on Friday, August 10, 2018.

In order to be considered, qualifications, experience, references and cost must be clearly stated in the proposal. Proposals must be received at NCRPC by the above date and time. The NCRPC reserves the right to reject any and all submittals. The NCRPC does not discriminate on the basis of race, creed, color, ethnicity, national origin, sex, age, or marital status. Scope of Work

The Joint Land Use Study Implementation (JLUS) will be a series of projects that will address the recommendations in the Fort Riley Joint Land Use Study. The corridor between Fort Riley Army Base and Smoky Hill Weapons Range is the project included in this particular Scope of Work.
