NCRPC Housing Initiative

The pilot programs include financial assistance for moderate-income housing rehabilitation and demolition of dilapidated residential structures. The programs are administered by the North Central Regional Planning Commission through a partnership with the Dane G. Hansen Foundation.

2023 Service Locations

The Moderate Income Housing Rehabilitation Pilot Program and Demolition Pilot Program are available to access in the following Kansas counties:

As slots fill in the various eligible service locations, please review the following status update before applying for the Demolition Pilot Program.

Slots are full and applications are no longer being accepted from the following service locations:

  • Gove County
  • Rooks County

Program Overview

The Demolition Pilot Program offers reimbursement grants of up to $5,000 per property for removal and cleanup of dilapidated residential structures.

Who is Eligible

Eligible service locations for 2023 include the following Kansas counties: Cheyenne, Decatur, Gove, Graham, Republic and Rooks. Assistance is available on a first come, first served basis. Funding is limited on a per county basis. As of June 29, slots are full for Rooks County. As of October 2, slots are full for Gove County.

This is NOT an income-based program; anyone may qualify. However, if adjusted gross income is greater than the maximums listed in the table below, a IRS 1099 Miscellaneous Income Form will be issued.

To process your application, the following items will need to be submitted:

  1. Completed application (Page 3)
  2. Verification of property ownership – Copy
  3. Verification of most recent paid real estate taxes – Copy
  4. Copy of Form 1040, U.S. Individual Income Tax Return(s), for the 2022 tax year (excluding schedules). If taxes are in extension, then ineligible.
  5. “Before” photo of project. Please note a final “after” picture of the project will be required for reimbursement.

Within 10 days of submitting an application and the supporting documentation (1-5 above), the signed original of the Letter of Intent Certification (page 4) will need to be received to retain your reserved slot.

Program Overview

The Moderate Income Housing Rehabilitation Pilot Program offers reimbursement grants of up to $10,000 to homeowners in eligible counties to complete minor housing upgrades. Examples of eligible housing upgrades include items such as roofing, siding, windows or heating and air units.

Homeowners must provide a 10 percent match up to $1,000 as well as pay any costs above and beyond the $10,000 grant. Rental properties are not eligible for this program. Self-help (homeowner supplying the needed labor with the program supplying reimbursement for materials) is allowed, but a 10% match is still required.

Who is Eligible

Eligible service locations for 2023 include the following Kansas counties: Cheyenne, Decatur, Gove, Graham, Republic and Rooks. Assistance is available on a first come, first served basis. Funding is limited on a per county basis. As of June 21, slots are full for Rooks County. As of July 24, slots are full for Decatur County. As of August 7, slots are full for Graham County. As of August 30, slots are full for Republic County. As of September 21, slots are full for Gove County.

Households must meet moderate income guidelines to be eligible to apply. Proof of the household income will be determined from the 2022 annual tax form 1040.* The income limits are based on adjusted gross income and are listed below. For example, a family of five (5) must have an adjusted gross income between $71,000 and $148,500 to qualify. For families larger than eight, contact NCRPC for income qualifications.

Looking Ahead

It is anticipated that the NCRPC Housing Initiative will be expanded to additional counties in the Dane G. Hansen Foundation service area over the next three years, pending funding availability.
