McKinney Leadership Scholarship

The North Central Regional Planning Commission (NCRPC) encourages a culture of learning, leading and teaching. The NCRPC sponsors an individual each year to attend the “Your Leadership Edge” training program offered by the Kansas Leadership Center in Wichita, KS.

The scholarship is awarded to an individual living and/or working in North Central Kansas (NCRPC 12-county service area) who has shown commitment to improving their community or work place. It is named in honor of Doug McKinney, who was NCRPC Executive Director for 12 years and passionate about leadership during his 34-year tenure with the organization.

What it Covers

The North Central Regional Planning Commission will award up to one (1) scholarship per fiscal year (April 1-March 31), pending the availability of funding. The scholarship will cover course tuition, required texts, and reimbursement for up to 2 nights of lodging.* If chosen, a code will be provided for the recipient to complete online KLC registration for the date of their choice. Receipts for reimbursement for lodging are due within 60 days of the training event.

*Note that “Your Leadership Edge” has currently moved online to a virtual format due to COVID-19. Visit the Kansas Leadership Center website for a list of remaining available dates in 2021.


Recipient must live or work in the 12-county NCRPC service area. Preference will be given to those serving local government or non-profits and those who do not have the option of being sponsored by their employer.

How to Apply

To apply, download and complete the fillable pdf application form linked below and attach in an email to executivedirector@ncrpc.org. All applications will undergo an anonymous review and be scored by members of NCRPC staff.

Leadership Scholarship Application



Scholarship applications for the current fiscal year are being accepted until March 1, 2022. They will be reviewed on a first come, first served basis until an eligible candidate is selected.
