The following is a listing of funding opportunities potentially available for projects related to Community Development with focus on programs applicable to North Central Kansas. Click here for helpful tips on seeking project funding.


Community Development Block Grant (CDBG) – Community Facilities & Services

Grants to cities or counties. Project must benefit low-to-moderate income persons (at least 51%) per U.S. Census or official survey process. Project types for Community Facilities and Services funding are as follows: Community Centers, Senior Centers, Storm Shelters, Parks & Libraries, Sidewalks & Trails, ADA Improvements (Removal of Architectural Barriers), and Non-Profit Childcare and Early Education Facilities.

Deadline: Part of the Commerce CDBG Annual Competitive Round. In 2024, applications due May 17. Check the website for more details.

Community Service Tax Credit Program

Program for non-profit organizations and public health care entities to offer Kansas tax credits for contributions made to approved projects. Based on the scope and cost of the proposed project, applicants may request up to $200,000 in tax credits. Applicant organizations in rural areas (less than 15,000 population) are eligible for a 70 percent credit. Applicant organizations in non-rural areas are eligible for a 50 percent credit. Each proposal shall address one of the following areas in order to qualify: Community service, including childcare; Non-governmental crime prevention; Youth apprenticeship and technical training; and Healthcare services.

Rural By Choice Champions

Provides stipend to hire a Champion to fill gap in capacity to complete a needed project. Developed by the Kansas Department of Commerce’s Office of Rural Prosperity (ORP), in partnership with the Kansas Sampler Foundation (KSF) and the Patterson Family Foundation, this program seeks to address critical public needs in rural communities and build capacity moving forward. Maximum award amount is $20,800. A 25% match is required.

Strategic Economic Expansion and Development (SEED) Grants

The purpose of SEED grants is to support the economic revitalization of Kansas communities under 5,000 population through investments in quality-of-life initiatives. Projects must be focused on economic development and revitalization efforts through one of the following quality-of-life categories: Childcare and senior programming; Community vibrancy; Food retail; and Libraries. Max of 3 projects per application.  Maximum award amount is $25,000 with a 10% match requirement. Must complete the projects within 12 months.

USDA Rural Development – Community Facilities Direct Loan & Grant Program

Low interest loans available in areas of up to 20,000 in population. Develops essential rural community facilities including categories of health care, community facilities, telecommunications, public safety and public services. Maximum term for all loans is 40 years. Grant assistance may be available for up to 75% of project costs. Grant eligibility based on median household income, as well as loan payback ability. Grant funding only available in conjunction with loan financing.
