Introduction:
The North Central Regional Planning Commission requests for proposal (RFP) from firms to assist the North Central Regional Planning Commission, as described in this document.
For the purpose of this RFP, the North Central Region is managing a SS4a project for an eight-county area including Clay, Cloud, Lincoln, Marshall, Mitchell, Ottawa, Republic and Washington counties in Kansas.

North Central Regional Planning Commission is seeking professional services from qualified firms to develop a Safe Streets for All Action Plan for the eight counties described above.
The consultant should have an excellent working knowledge of the SS4A program and State and Federal Grant Programs.

Q1. Please clarify the scope for the project. Which roads will be included in the plan?
- Everything (State, County, City, Township)
- Mixed (Analyze everything but exclude State from projects) – this is a good level as it looks at the effects of the state system, but if they are included on the project level, they can overshadow the local system safety issue purely due to volume. A critical state-controlled location can be included if desired.
- Locally controlled only (County, City, Township) – Any cities excluded?
- County Only
- County/ Township Only
A1. In general, 2 is the closest to correct because it includes county roads AND those within communities.
The plan should look at data and gather public input to identify risky behavior (distracted driving, more teens driving, especially dangerous spots/areas and outdated infrastructure that makes things dangerous) and then making recommendations that could move the needle on this AND identify the key, prioritized possible projects that might make a difference.
