NCRPC Housing Initiative

The pilot programs include financial assistance for moderate-income housing rehabilitation and demolition of dilapidated residential structures. The programs are administered by the North Central Regional Planning Commission through a partnership with the Dane G. Hansen Foundation.

Current Service Locations and Funding Availability

All Moderate Income Housing Rehabilitation Pilot Program funds have been allocated and expended.

The Demolition Pilot Program is currently available to access in the following Kansas counties:

Program Information and Applications

Program Overview

The Demolition Pilot Program offers reimbursement grants of up to $5,000 per property for removal and cleanup of dilapidated residential structures.

Who is Eligible

The current eligible service locations are the following counties in Kansas: Logan, Osborne, Ottawa, Phillips, Rawlins, and Sherman. For the most up-to-date information on funding availability, please refer to the table in the Current Service Locations and Funding Availability section above. Assistance is provided on a first-come, first-served basis, and funding is limited for each county.

This is NOT an income-based program; anyone may qualify. However, if adjusted gross income for the household is greater than the maximums listed in the table below, a IRS 1099 Miscellaneous Income Form will be issued. If not enough income to file taxes, a signed and notarized statement of such will be required.

To process your application, the following items will need to be submitted:

  1. Completed application (Page 3)
  2. Verification of property ownership – Copy
  3. Verification of most recent paid real estate taxes – Copy
  4. Copy of Form 1040, U.S. Individual Income Tax Return(s), for the 2023 tax year (excluding schedules). If taxes are in extension, then ineligible.
  5. A “before” color photo of project. A final “after” color photo of the project will be required for reimbursement.

Within 10 days of submitting an application and the supporting documentation (1-5 above), the signed and notarized original of the Letter of Intent Certification (page 4) will need to be received to retain your reserved slot.

Thank you for your interest in this program. All funds for the Moderate Income Housing Rehabilitation Pilot Program have been allocated and expended in Logan, Osborne, Ottawa, Phillips, Rawlins, and Sherman Counties. As a result, applications are no longer being accepted for this program.

Funding is still available for the Demolition Pilot Program.
